1. Background
VSO has worked in Nepal since 1964, evolving our focus from service delivery in remote districts to our current approach of developing organizational, managerial, and civil society capacities to address poverty through volunteer programming. One of our key strengths is our ability to work at the community level where the needs are the greatest, sharing skills and experience strategically with people and organizations with the potential to contribute to development in Nepal effectively.
SAHAJ
Voluntary Service Overseas (VSO), in partnership with International Alert (IA), and the national and local partners, has been implementing a two-year project ‘’Strengthening Access to Holistic, Gender Response, and Accountable Justice (SAHAJ)” in Nepal under the funding of The Department for International Development/United Kingdom Aid (DFID/UKAID). This project is a part of – Integrated Programme for Strengthening Security and Justice (IP-SSJ) with an agreement of DFID with the Government of Nepal (GoN). The project aims to tackle the root causes of Gender-Based Violence (GBV) and to improve the capacity of the security and justice system to provide protection and services to the most at-risk women and girls in Nepal through family-centered, school-centered, and grassroots-based accountability approaches.
SAHAJ project is coming to an end by October 2021. Hence, to strengthen understanding on the social norms conceptual framework the documentary on social norms transformation has been planned. VSO is looking to hire an expert consultant for the preparation of video documentary on social norms transformation.
2. Objectives of Assignment
- To prepare video documentary on social norms transformation based on the content framework received from VSO. The consultant will prepare 5-7 minutes longer version and 3 minutes shorter version of the video.
3. Scope of work for the video documentary consultant
a. Ensures quality delivery of video documentary focusing on achievement of the following results:
- Prepare video contents, format, length and the character for the video of social norms preferable length- 5-7 minutes in Nepali, and subtitled in English Language and 3 minutes shoreter in Nepali, and subtitled in English.
- The video should use footage and photographs received from SAHAJ team.
- All procurements of goods and services are in compliant with VSO guidelines and standards,
- Ensure and keep track record of quality of video delivery.
b. Provide ready versions of pen drives:
- Purchase 200 pieces of pen drive.
- Pendrive use SAHAJ branding
- Upload both longer and shorter versions of video in pen drive.
4. Fee and payment arrangements
VSO will pay the amount to the firm in 2 tranches. The tax will be deducted from the total as per the rule of the Government of Nepal.
- 30% upon signing of contract and start of preparation for the event
- 70% upon satisfactory completion and submission of the documentation of the event
5. Ethical plan: The consultant is required to set out their approach to ensuring complete compliance with international good practice regarding ethics and protocols, particularly with regards to safeguarding children and vulnerable groups. Consideration should be given to:
- Administrative, technical, and physical safeguards to protect in the eventand;
- Data protection and secure maintenance procedures for personal information.
6. Timeframe
The duration of the service contract will be for 15 days after signing the contract. The tentative timeline for the service is from 29 September 2021 till 15 October 2021.
7. Selection criteria
- Strong track record of video documentary preparation to raise development agenda;
- Commitment to VSO’s mission, values, People First principles and core approaches (Social Inclusion and Gender, Social Accountability, and Resilience).
8. Reporting and coordination
The consultant will work closely with SAHAJ project team and report to SAHAJ Research Manager.
9. Application Procedure
Consultancy firms are required to submit the following:
- Letter of interest
- CVs of professional personnel proposed for the project
- Financial proposal indicating consultancy fee and a breakdown of expenses.
- Copy of company registration certificate (not required for independent persons/freelancers)
- Copy of PAN/VAT registration certificate
- Two samples of previous productions are in line with the technical and creative requirements of the project.
- Latest Tax Clearance Certificate FY 076/77
